I love that one Kingsguard, you can tell he knows Tommen is a young, meek king but he genuinely wants to serve and help him. As loyal as he is badass.

Spoiler alert: This scene is tragically ironic, because if Tommen had acted boldly then, despite the possible political fallout, there would have been relatively little loss of life, the Great Sept itself (though stained with blood) would have been saved, and his beloved Margaery would have survived... not to mention Tommen himself.

People are too hard on Tommen. He's only a child, and every person who could guide him is dead or imprisoned. Besides, he was never raised to be king, since he wasn't the heir, so he really has no clue about what to do in such a situation, his only direct examples are his parents and Joffrey, and I can't blame him for not wanting to imitate then.
However, it's a pity that the Lannisters couldn't produce a worthy heir to the throne.
