Why is my USB not showing in my HP laptop Boot Menu?

To make bootable USB show up in BIOS, try to specify the boot order: Depending on the BIOS manufacturer, press and hold ESC, F1, F2, F8 or F10 during the initial startup screen, a menu shall appear. Choose to enter the BIOS setup and select the BOOT tab. System devices appear in order of priority.

Enable the Quiet Boot option in the Main Menu. Under the Advanced menu, ensure that the Legacy USB Support option is enabled.
...
Restart the system into the BIOS.
Ensure the Boot Mode is set to EFI (or UEFI). This is found in the Boot Options menu.
Make sure that the USB Boot Priority is enabled.
Save the changes and exit.

I have NO OS, am trying to boot to a USB stick that contains a Windows 11 ISO but the computer isn't even listing my USB as a possible boot device upon booting F9.
Does the USB thumb drive have particular requirements like its format?
THINGS TRIED
1. Assured USB is first in the UEFI boot order.
2. Assured Boot-To-USB=Enabled
Any ideas... Grateful!

my usb is detected it haves installation iso of windows xp but wont boot the installation files i maked the stick with rufus

didn’t work for me either. have imminent hard drive failure and it will not detect usb in bios. got blue not detected in bios
