Nobody understood Tony at that time.
In avengers 1 he was in space and he saw something which others didnt a giant spaceship(a greater threat) to earth by other beings. Hence he wanted to create shield or army to protect it.

Funny how people look for excuses to credit Tony’s achievements on other people, but blame all of Ultron on him, and him alone.
I bet if it was a success, they’ll realize that Banner and Jarvis helped him, Wanda gave him the vision, credit the craftsman of Loki’s sceptre, Howard laying out the foundations, and even go as far as Steve saving the world, thus paving way for Yinsen to save Tony, thus making Ultron possible.

In the comics, Ultron was created by Dr. Hank Pym (Ant-Man). In this film, Ultron is a dormant project developed by Tony Stark, while Pym gets his own separate story in Ant-Man (2015).

So in essence what this scene is showing me is that Tony Stark didn't actually create ultron. This is what I've never understood, that artificial intelligence that you're looking at that came from the mind Stone Tony Stark didn't create. As you can see it wasn't even compatible with his systems. I think when they left, the mind Stone chose to infect his systems like a virus. I think that would have happened regardless of any type of work they would have tried. Which leads me to believe that anybody that would have tried to scan this mind Stone would have been infected by this artificial intelligence as well. So Tony Stark didn't actually create Ultron. As you know the mind stone is an actual living entity. Who knows how many mines are trapped in there or recorded. I think Ultron is a conscious amalgamation of every person who's ever been influenced by the mind stone.

patman0250 has a great theory but for the real explanation given in the movie through scattered details, if you need it, the A.I. of Ultron is the result of the Mind Stone's sentience/A.I. code being integrated into the Ultron Program, which was designed by Tony.
The blue hologram was the Mind Stone's A.I. and after the successful sentience integration, either that same hologram or a new copy of it became Ultron's as his A.I. is comprised of the Mind Stone's sentience/A.I. code.

Two things in this scene:
1. Tony’s plan worked in uploading Ultron’s AI to the entire Iron Legion, but Ultron was built with laws of what it couldn’t do. Too much knowledge along with power eventually corrupts.
2. Bruce was right - what if Ultron assesses the human race as being the biggest threat. You have to be very specific with a computer’s programming so that it doesn’t interpret the wrong thing as a threat.

Some futureesque level shit going on, but it’s all relevant. Especially when you consider we haven’t even scratched the surface with AI ourselves yet…
