My theory is that living in a stressful environment can jump start a saiyans or hybrid saiyans growth, as future trunks seemed to hit that growth spurt sooner than our trunks. More or less, the sooner a saiyan/hybrid begins to mature physically the sooner they can fight more effectively. Goten and Trunks have had a pretty peaceful live, overall.

I don't think it's ever been a secret that Toriyama did things as he went without planning. He'd even admitted that in an interview.

That aside, this isn't anything new to explain Goten and Trunks. The same happened in OG Dragonball as well. And for Gohan's case, it could be that the Hyperbolic time chamber affected his growth. Aside from that, saiyan growth has been relatively consistent.

It wasn’t an oversight. It was confirmed they kept adding kid characters like Goten into the show to keep it relatable to kids. They wanted to stretch as much kid screen time as they could so they stunted the kids’ growths until they couldn’t anymore.
