when you think about it that would actually explain why saiyans in universe six were stronger since they didnt have oozaru to rely on and they seemed to fight for justice like cabba mentioned. meaning they werent picking fights they could automatically win.

Probably Frieza and king cold also were in play here, if a Saiyan grew too much they probably just sent him away or killed him. And king Vegeta's ego wanting only the royal family to grow strong like he did with broly.

The problem was that in order for a zenkai to work, at all, you need to have taken enough damage to be on the brink of death. That's how it's always been explained. If a Saiyan goes to a planet without the advanced enough technology to heal them, such as was the case with Vegeta on Earth-- if they can't flee, they're toast if they sustain that sort of damage. Fleeing to return home would disgrace them and likely find them executed anyways. Zenkais weren't common because if you don't have someone to back you up, or a healing pod to help you, it's pretty much a death sentence for a planet conqueror.

To be fair, i doubt most places would let a Sayian have a Zenkai. They would be simply killed if they can't win. Not every place is like Goku.

Aways assumed it was because the saiyans are actually one of the strongest races in Universe 7. In DBS: Broly, Cheelai makes a comment on how a power level above 1000 is actually uncommon. Assuming Raditz is a good example of an adult saiyan warrior then it’s safe to say your average saiyan would be considerably above most people. Therefore the overwhelming majority of warriors in the saiyan military wouldn’t have much incentive to train since they’re fully capable of doing their job without it. Couple that with a rare opportunity to abuse zenkais and it might explain why the saiyans weren’t producing fighters on par with the Earthling saiyans

Another thing ironically is classism, Saiyans were mostly Divided by classes meaning that weaker Saiyans couldn't interact as much with other Saiyans of higher powers meaning they wouldn't get too efficient with their trainings and they weren't allowed to be strong by either Frieza or King Vegeta

The Zenkai boost also explains why Frieza had to wipe out their entire species all at once instead of going into a prolonged war, since a longer conflict would have a higher chance of saiyans receiving life threatening injuries and getting stronger because of it.

I like MistareFusion's explanation. The biggest power boosts come from mortal injuries, and the best the Freeza Force can do in regards to medicine is big, non-portable tanks. The odds of actually surviving long enough from injuries that bad to receive treatment are pretty low. It was only with the introduction to instant healing in the field in the form of Senzu beans and Dende that actually made the Saiyans' near-death power-ups an abusable power-up cheat code.

Also: How many of them are formally trained? From the Saiyans we _do_ see, only Goku and maybe Vegeta have formal training. If anything, they probably all relied on brute forcing their way through their fights rather than actually training to get stronger and more strategic.

The saiyans were a primitive race before the frost demons came and possibly sustained permanent injury from near-death experiences like we would. Healing pods and senzu beans eliminated that risk for Vegeta and Goku.

That actually makes it smart that Frieza destroyed them, because once they figured out they could abuse the Zenkai every saiyan could probably reach levels above the Ginyu force members.

In the very beginning Vegeta commented on Goku telling him how much of an honour and privilege it is for a low calls to be allowed to spar with an elite.
This would also suggest, that Saiyans do not even attempt to raise the weaker warriors to a common level

I love the irony that the saiyans “devolved” as time went on. Super Saiyan and beyond require pureness/empathy. Strong base forms as battle hungry space pirates but, lost their true power

I don't know if it's worth an entire What If or just being a minor detail in another concept, but what if Saiyan tails always grew back, and cutting them off caused a zenkai in the multiplier of the Oozaru form?
