Many thanks, worked like a charm on latest Windows 11 as of this post. I used Advanced Recovery options and opened a command window thus not needing an installation media. Question: So the process was to backup the original executables then overwrite ultramon with cmd, then initiate the reset. What's the point of making the backup copies of the original executables? Should they be renamed/restored to as they were before? Implications if not?

I got an error few days ago "your pin is no longer available due a change" and to make it worse I forgot my windows password, after multiple failed attempts to login decided to reinstall my OS thought of giving one final attempt and i stumbled upon this! What about cleanup steps?
After resetting password boot from os disk/flashdrive or use troubleshoot from recovery options and open cmd
change to os volume
change directory to windows/system32
del utilman.exe
rename utilman1.exe utilman.exe
rename cmd1.exe cmd.exe

shutdown -r /t 0

It doesn't work for me, it says that my C: drive is locked with bitlocker... ffs
