How do you get a family member to quit smoking if they are not putting in the effort in order to quit?

It could be stopped or way harder for them. If everyone stopped getting cigarettes for under age people. If there parents was letting them smoke. Or if there parents was getting them cigarettes. Then they wouldn't be asking other people to get them cigarettes
