Back when we had electromechanical relay flashers, hyperflash was an unintentional byproduct of the way they work (and thermal flashers would do the opposite). It was decided that hyperflash worked quite well as a bulb-out indicator, so that’s how it’s typically implemented on modern electronic flashers. I do believe an indicator light on the dashboard is allowed to take its place, but it’s not usually done.
Also, these bulbs it’s perfectly fine to touch the glass on. That’s only for halogen bulbs (as well as HID bulbs), and these are just ordinary incandescent bulbs. Don’t touch your headlights bulbs, though!

What happens when it blinks fast when all the bulbs are ok. The driver's side blinks normally and the passenger side blinks fast, 1991 Geo Tracker

My boyfriend's is doing the rapid blinking but its like 200x faster and sounds almost like a running faucet
