I followed the tutorial and i improved it easily by putting a new bone (without deform and disconnected) in the end of the tail. Then I put a constraint on the Empty object to copy location of that bone. Now I can control the tail movement on pose mode using a controller bone.

For some reason when I activate rotation it bends the ik chain like the empty is rotated even thought the rotation reads 0 degrees. any ideas?

I don't have the option to add to an empty object? :( I just can add to the active bone and it breaks everything
