The minecart thing has a really simple solution - let us craft different minecarts that have predetermined speeds. Maybe replace an iron ingot or two with gold or quartz, maybe a little extra band around the minecart to make it look different, and bam. Up to 6 different minecart speeds just from that

The fans are indeed to blame, as I was having issues with minecarts derailing at corners when the feature first came out. So I came up with a solution. If the Minecart has no open space to derail to, it should stay on the track. So the idea was SUPPOSED to be that you should be surrounding your track with blocks, kinda like how real rollercoasters have a secondary set of rails on the sides to further contain and stabilize the speeding carts.
