It's not just regular gym goers who sometimes do this useless arm exercise in their triceps workouts, but I've even seen it several times in "arm workouts" posted by fairly popular influencers. If the upper arm is significantly below parallel to the floor then the triceps aren't really doing anything at all since the weight isn't even moving against gravity. It just "feels" like they are because people will usually flex their triceps at the end of the rep, and that squeezing sensation gives off the impression that it's doing something. The other mistake that is commonly made on dumbbell triceps kickbacks in general is allowing the forearm to continue travelling forward after it's already perpendicular to the floor. Once again, the triceps aren't working at all in that position. You're just pulling the dumbbell forward using your biceps/brachialis and then it's falling back down using gravity. If you are going to do dumbbell triceps kickbacks for some reason then keep that upper arm roughly parallel to the floor and stop once your forearm is perpendicular to the floor. A better option to build triceps muscle though would be to perform your kickbacks using a cable (this will provide a larger active range and smoother resistance profile), or even better, just do a normal triceps pushdown since it's the same general movement and you'll be more stable from a standing position.
