For the helmet; just like reloading a save to get better roles or more mod slots for legendary items, you can do the same for this. Save the game prior to taking it. Reload the save until you get the version you want. I managed to get a legendary version doing this. ETA: I'm actually updating this comment as I do re-loads. So far, I've gotten a Legendary with two mod slots. I'm trying for three. I think your level has something to do with the quality cap on randomized items for some things. For container items, I couldn't get over epic quality before I hit level 33 or so. I'm a level 34 now.

There's a item called the Wraiths Gas Mask, it has both the Mask and the Techgogs in one, it can be looted from the Wraiths camp in the mission "Riders on the storm"

You can reload the Helmet until it's a Legendary. Confirmed.

For some reason it spawns a vest were the helmet is sapost to be?

Um Kraz there is a dedicated set of boots for this set and just like the coats there are two of them at their location which is next to the Petrochem Dam like structure in South East San Domingo, it is right next to the weapons shop down there and can't miss it because there is a police cruiser sitting there and also there is a dedicated set of glasses for this set as well located in the Northside district in Watson.

I don't know if you've covered this but there's this legendary rifle spec. To get it, go at the entrance to the Afterlife. While facing the bouncer, take the elevator on your right to the roof. There, jump on the right ledge and you'll find it in a chest.

the fact that you dont get any cool legendary armour sets by doing side missions is beyond dissapointing
