As societies digitalize, cyber operations are becoming a reality of armed conflict. A growing number of states are developing military cyber capabilities, and their use during armed conflicts is likely to increase. The ICRC has warned against the potential human cost of cyber operations, and in particular, the vulnerability of the medical sector and humanitarian organizations to cyber operations. The International Committee of the Red Cross (ICRC) is seeking the support of states around the world to create a ‘digital red cross/crescent emblem’ that could make it clear to militaries and other hackers that they have entered the computer systems of medical facilities or Red Cross offices.
