If you are still having issues even after following these instructions like I did, I found another article which solved my issue. Within your Outlook, go to File --> Office Account --> Manage Settings (Under Account Privacy) --> Scroll to the bottom and ensure the checkbox for Enable connected experience is on. Once I did that and restarted Outlook, I was finally able to setup my gmail accounts. It works with gmail accounts with less secure apps as well as 2-factor enabled apps. I've since updated all my gmail accounts to use 2-factor. Hope this helps.
