I faced this problem with vivo v9.
Resetting all data not working
Manually setting the time not working.

download and Installed latest google play services apk solved the issue. You can search on google or other search engine for the apk.

Clear data Of your all google app Especially Play store;google and google Play services it will work

If your time is inaccurate, you could also set it manually and then switch auto network time on. That worked for me
