EU didn't force M$ to provide the level of access that allowed this to happen at the end. EU only asked to provide _the same_ level of access that M$ provides for it's own security products.
Apple provides "system extensions" to everyone - it's not the kernel level, still enough to do security enforcements.
M$ had a security api implemented for this, but M$ wanted everyone but themselves to go trough that security api - M$ wanted their own products to be more privileges - this and only this was what EU was against.
So maybe instead of blaming EU, software engineering companies will start being be responsible for their failures.
