The main thing hiding the rise of the sith is not either of these. The Jedi temple on coruscant was built on top of a former Sith temple and coruscant is a powerful dark side nexus.

you forgot reason 3: the Jedi Temple on Coruscant was built on an ancient Sith site, so there was so much residual dark side energy that it basically hid Palpatine

Yoda was absolutely aware of what traits to look for as far as sensing or feeling the presence of a Sith Lord - he was *the* Jedi Master after all; but he was too arrogant to believe that a Sith would ever a) do something like this nor b) be powerful enough to do something like this.

Alway believed it was the Jedi hubris & arrogance. Yoda and the rest just refuse to believe a sith lord would be hiding in plain sight without them being aware of it.

The final reason for this case is that his two assistants, Sly Moore and Mas Amedda, were by his side at most times. With the two said assistants by his side, their presences help maintain Palpatines' Sith identity similar to having some shield around him. The two were as one source of that shield, blocking him from the Jedi sensing his dark side.
