There are still areas that need grid-style searches for stranded people beyond functional road access (by drone, helicopter, & by foot, , Etc.).

Private citizens are and have done the vast majority of air lifts in North Carolina as well as locals have been doing virtually all of the road clearing. The military has been absent and it's to little to late for the people that have died!
