Foreign holders of US debt will not dump it quickly as it would hurt them. The deleveraging is happening but will take years to unwind. A lot of this debt is in long term treasuries that do not trade in the open market. New treasuries, especially long term, will continue to find less foreign buyers and will be bought by the buyer of last resort, the Fed.

Sound fiscal and monetary policy could deal with this time horizon. Given the stooges in charge I would not hold my breath on this happening.
