These mines have no shrapnel in them. You have to stand pretty much directly on the mine for it to do anything other than make your ears ring. From the distance this guy is at, they are basically non lethal. The whole purpose of this mine is to blow off a foot, and maybe some of your leg...not to blow you up and kill you outright. When you kill a man, you just take out one man. A dead man can be left where he's at, and collected later after the team completes its objectives. Ultimately, a dead man is not that big of a problem in the grand scheme of things. But if you just blow off his foot, and wound him real bad, you create a bigger problem for the team...that man must now be carried and cared for. This creates a burden that slows the team down. Its takes away several men from the team's objectives, hindering forward progress, spending the team's resources, reducing the overall efficiency and combat effectiveness of the team, and creating more opportunities to inflict more casualties.
