The Earned Income Credit is not for allowing most Americans to keep more of their money. The EIC is a credit which means the government actually gives you the money. Most people who qualify for the EIC barely pay any federal income taxes. Instead they actually get more back in a refund than they had taken from their paychecks. So she is not telling the whole truth there. She is making it sound like the EIC recipients are keeping more of the money they pay in taxes when they are getting more back than they put in.
