What a perfect last scene. They know that New Vegas is the fan favorite so they very sparingly gave little details about the NCR and then end by showing the place itself. This is how you adapt

The city seems abandoned and what's more there is red fog like that of the Sierra Madre, it looks a lot like the Dead Money DLC

My theory is that why NV looks rough it’s just a theory but in the lonesome road Ulysses tells the Courier that the Tunnellers would one day take over the Mojave in a matter of years and they reproduce far quicker than any creature and are more deadly than DeathClaws so more and likely they are either roaming or Under NV and the Strip

I love the final scene of Maximus. The acting was so good you can feel the emotions in his face as they all chant his name. The irony of finally achieving his dream and the realization his dream was a lie. The feeling of being trapped in a cult with your true desire becoming just a memory.
