Ever since the Formula 1 existed, there were no rules regulating how high engine can rev. With improved technology and level of engineering, engines of the new era began to rev to incredibly high revolutions per minute.

The rules regulated how big the engine can be, how wide the cylinder bore can get and since there was only natural aspiration allowed, the only way to gain more power the easier way (instead of making the engines more thermally efficient) was to increase the redline. First, the 1995 V10s quickly reached 16,000 rpm and it did not take long to cross the 17,000 rpm milestone. These primacies belonged to BMW which was also the first one to reach the 19K barrier... with over 900 hp in 2002.

In 2006, the rules changed and the engine were obliged to have as much as 2,400cc of engine displacement with a V-8 engine configuration. The maximum bore was also set at 98 mm at most resulting in a stroke of a little less than 40 mm. This was also the last year not regulating the engine's rpm and that was the key aspect. This was the year when Formula 1 engines reached or crossed the 20,000 rpm level, in some cases even 20,500 rpm, namely Cosworth, Renault, Honda and Toyota. Not every single of them achieved it on a track, but they did it anyway. #shorts

Some engineer had probably downshifted from redline by accident, so the highest recorded rpm might be much higher

When they retired the V8s, Red Bull fired up their car in the garage one last time, took the limiter off and revved the nuts off it. They hit over 22, 000 rpm.

Its not so much the speed of the parts but the ability to get fuel and air into a cylinder, compress it, ignite it, get some useful energy out of it and expel it... all in such a staggeringly short amount of time is what really blows my mind!! That tach flashing at 20, 002 was a Cosworth V8 dyno run.

The main advantage of revving high is that the instantaneous torque is much lower so parts don't have to be as strong which result in a much lighter engine. The trade-off is much more expensive and exotic materials for abrasion resistance and more aggressive gear ratios which would be less efficient.
