It failed because the 5 members of Parliament had fled. Further at least some of the members who Charles tried to arrest had in fact been in touch with the Scottish rebels for over a year trying to elicit their military support. Charles comment at the time was "The Birds have flown". Some of the members of Parliament had also been thinking about bringing down the Queen for alleged treason which mde Charles furious when he heard about it.
