Honestly it’s too much of a headache to keep all this in mind only for the interaction to not go the way you want it to. Either A) give up approaching women ‘cause they’re all just afraid of men anyway or B) approach so many women that odds are eventually one of them has a positive reaction

You know, you can't really be mad at women for not feeling comfortable being approached by a stranger on the street, especially when they're alone.
I know everyone wants to be given a chance to meet someone, get a date, that's 100% fair, but approaching women like this in the street has never been, and will never be an effective way to do that. I agree, it helps if you're attractive (because being attractive always gives you higher chances - ask yourself if you'd ever approach a girl you didn't find attractive). But at the end of the day, no matter your looks, you're still a complete stranger, I feel surprised and stopped in my tracks, I probably have somewhere to go, and it's objectively not safe to trust strangers in the city. There you go.
You can still try and kudos to you but don't be mad or say women "have an attitude" if you get rejected or they ignore you. Most people don't want to be rude to strangers, but at some point, it becomes a defense mechanism. Being too persistent, not taking no for an answer, getting offended and pushy is why women often develop this reaction to being approached. Simply saying no doesn't always work.
