I'm Finnish and not being able to swim 200m with 50m of those being backstroke would disqualify you from graduating *9th grade* unless too disabled to participate. I've done lifeguard duty while paraplegic students have done it – they technically don't have to, but quite a few want to because being paraplegic won't stop you from falling off the pier. We have calm lakes, a metric assload of them, but you guys have two oceans and the Great Lakes. Being able to swim is a critical life skill that should not be waived unless you live in a literal desert with no access to even a pool.

My dad went to Dartmouth and he said that all of the Seniors left their swim test for the last week of school. The problem was, some people didn’t know how to swim, so they had to learn how to swim and pass a test all in one week. (Some people didn’t graduate because of it!)

In the Netherlands almost all kids know how to swim, and start swimming lessons at like 6 or something.. i started at 8 because i found it scary at first but later got all the diplomas!! Mostly everyone learns how to swim because of past floods. It's never too late to learn something new!!
