Father - does the deacon ever where the outer cassock (Exorasson) and if so when would he wear it?

But monks also wear those large black robes, so, how can we make the difference between monks and priests when they wear the same robes? Priests often wear with the black robe, the same black hat that monks do, so when i see them, it's hard to distinguish them, knowing who is a priest and who is a monk. So, i'm new to that chanel, so can someone explain it to me? Thanks.
