I use this and my FPS went from -1 to 30. Still a toaster mode, but I can work with it

My settings :

Model detail - medium
Becouse high lags me for some reason

My Pc specs - ram 4 gb (yes)
Idk what to call it but i have 297 space on me pc

Minimum fps - 20-19
Maximum 56-60
Avarege 30-49
(My fps only drops on specific parts of some maps), 2 to be specific

Texture quality - high
The game looks better and i can actually see paints / skins

Shadows & Shader detail - low
I dont mind about these

Water details - simple reflection

Filtering mode - blinnear
Idk what these are for

Motion Blur - disabled

I had a friend who always played with motion blur in every single game he ever played. When i asked him about why he does that he said "it makes me feel like im better than i actually am"

He also said that it helped his games performance lol

My pc is good enough to play any game with highest graphics but tf2 is the only game that defeat my £1000 pc
