Excel Conditional Highlighting - One column based on another column value

How to highlight column A value based on column B. There is a trick you have to do. Do not use the cell Excel automatically picks for you, you have to edit that value.

$ = Hard Reference (wont be changing from cell to cell in formula)
No $ = Flexible, the cell will be change to another cell based on formula

How do would I make a text based on what a column says. So if column A days car than blank columns I’m B, and D say NA
