You are joking, but that is exactly what happened to me. There was a girl whom I really liked and I was straight forward about it and was trying to get into relationship with her. She loved being friends with me and she said that she had a crush on me (many times as a joke and a few times calmly), but she never accepted relationship. She was always saying that she needed some more time and she isn't ready. We talked it through many times and even have made some "deadlines" (when she should have decided weather we should be together or not) on which she agreed. But she screwed them all up.
