This is an android theme, maybe with a custom launcher too but definitely android all the way. I'd love to actually see a windows mobile concept evolved from the last actual real version with the tiles, that'd be awesome! 😊

Nice concept ❤ I wonder what the use of the Start Button in windows phone should be. Because we use gestures nowadays. And the dock must have the option to Always On top/Hide.
