Illegal Parking is illegal parking; Illegal Camping is illegal camping. Having an area where people can legally park and camp With enforced laws & rules and a small fee to be paid will probably instill a sense of accomplishment, community & pride. The rules enforced such as sanitation rules, noise rules, trash rules, dope rules may cause many to love moving there and some wanting nothing to do with any rules whatsoever.

If you’re registration and insurance is in order you can park on a public street as long as it’s moved every 72 hours

I see this as rewarding the poor choices of people who should learn to take care of themselves without assistance. They never will learn that lesson, however, if the city continues to pamper them. I can't afford an RV.

If their RV is there a major possession, and you give them housing without a place to keep their most expensive asset, of course they cannot accept housing
