The in the Old Norse language Tyr had a similar meaning than Zeus in Ancient greek, meaning that he could have been original Odin. In the end, we never saw him actually fight anyone or experienced his power level, so he might as well be stronger than Odin himself, or maybe even stronger than Kratos. Even Surtur was probably stronger than Kratos, but the fact that he wasn't fighting anyone doesn't means he's weak
