Well the Enclave actually had numbers in fallout 3 but plot armor always seems to win for the brotherhood

Enclave slams the brotherhood not only could the enclave tame every creature in the wasteland but make a endless supply of super mutants with the fev virus, enclave has better tech, superior vertibirds, orbital strikes, more men, more bases and encampments and tamed death claws

If the Chosen one would have failed then there would not be anything else then Enclave left in the world and there would never be Fallout 3, Fallou New Vegas, Fallout 4. So the reason why Enclave havent kicked everyones ass is The Chosen one. The most op dude in fallout history as well the Vault Dweller from Fallout 1. Entire B.O.S, Ncr, Caesar's Legion and the rest are alive thanks to these two Giga Chads The Vault Dweller and The Chosen One.

in fallout 2 (2241) the brotherhood are in a SIGNIFICANT decline and the enclave have way more numbers as you can only find the brotherhood in a single location you can find the enclave literally any random encounter tile and the enclave has a new reno family as a "ally" but more of just controlling them while the brotherhood has none (which is why there on the decline) and you already know the enclave is more powerful in almost everyway since all the interplay and obsidian fallouts has a trend to show the most powerful faction on the box cover of the game(fo1 being the bos fo2 being the enclave and fonv beinf the ncr)
