It's not hard to imagine that multiple groups would choose a name like "The Regulators". They're on opposite coasts, so it's likely that neither is aware of the other.

I mean... The Regulators is a pretty by the numbers Post-Earth name.

Regulators has a long history with the US Army and many units today use the name as a sort of mascot, often with a logo of a gunslinger. Maybe similarly to other factions they descended from a military unit.

In FO:NV you can find a Regulator Duster where a Sherriffs Duster may spawn in Primm's Sherriff house. You can also find 2 others in the Mojave elsewhere. This occurred on all platforms. Either a bug from leftovers used in FO3 or an easter egg tying the two games.

I think that this is just logical that sometimes multiple factions have the same name.
Like the USA have a large area and it's not like the Fallout Internet before the great war was rudimentary, more like multiple intranets

I love how this is a easter egg to Billy the kid and his Regulators. Its a long story but one of them had a bullet ricochet of his belt and the legend has it the stray bullet removed his friends triger finger
