Some things to note about the Bat vs Stick thing is

1. Lucas can wield bats too, as seen with the Fake Bat and Real Bat, the latter being his ultimate weapon in terms of raw power.

2. Looking at a list of Lucas’s weapons, “Stick” is a much broader term than “Bat” and as such, Lucas’s weapons can vary from just an ordinary wooden stick, to a metal rod, to a Mystical golden scepter. The latter of which being his other ultimate weapon with additional effects.

Here's the thing:
Ness absorbed the power of the planet after Magicant, making him universal in power scaling. He's very much superhuman and its implied that he achieved enlightenment, the highest power of energy a person can achieve in their lifetime. Ness has total control and mastery of his powers, meanwhile Lucas doesn't.

I'm not here to bash Lucas, because he ain't a pushover either, however, there's a difference between surviving against Satan in the past and transferring your soul to a robot vessel and fighting against a human chimera. Both are absolutely traumatizing for different reasons, but there's a clear power difference here. In smash bros, they had to debuff Ness for a reason, along with Lucas. In game, both characters are a lot stronger, but in the case of smash bros, it's up to play style and what you consider strongest objectively.

Ness and Lucas are both powerful, but Ness has a lot more to work with in comparison. Lucas can't teleport, for instance, which gives Ness a huge advantage, despite his speed being his lowest stat. Ness survived time travel, his soul in tact. Lucas survived in terms of trauma and overcoming his challenges as well, but it's different as you can tell.

TLDR: Both are insanely strong, but Ness has a lot more advantages compared to Lucas and buffs that make it harder for Lucas to win.

lore wise probably ness because he actually adsorbed power from the different sanctuaries and became ultra powered at the end of magicant but in terms of pure gameplay stats Lucas wins.

Ness is like a child of prophecy and has faced higher scaling threats. If it wasn't for Magicant power boost I might be more on the fence but Ness is clearly set apart.

Several people have already mentioned it but Ness is literally ab enlightened being who has complete mastery over his PSI. Lucas is a powerhouse and not to be taken lightly but I don't think he would win.

I feel like I often hear people say that Ness is one of Nintendo's strongest and most powerful characters, so I would go with him. But if we're talking about which one is stronger in Smash, then it's a bit more debatable.

One possible reason and popular theory for the ending of Mother 3 is that the universe survives because Lucas is able to recreate the entire world with his mind after the final needle is pulled, meaning that even outside of gameplay, Lucas has the most powerful psychic ability between him and Ness story-wise

ness post magicant scales to exploding the sun and evaporating the atmosphere, additionally ness has a higher chance of 1 shot killing enemies with pk flash than Lucas.
