Don't forget, in the benchmarks look at the neighboring higher cards too, as you might be able to find those used within your budget! (if you're okay with used hardware)

Not much point in getting a 4080 if they're running a 1080p 60 monitor. I always ask what display they're running/going to run and if they'll realistically be upgrading during the life of the PC before I decide on a GPU.

I would start by taking a look at some benchmarks (games similar to what you like) and decide what your FPS target and resolution is (with or without RT). Note down the card models in the benchmarks and check their prices. Now it's just a matter of deciding how high you are willing to go. Remember that it's always good to get something slightly better than you currently need, because games get more demanding over time.

when it comes to a specific item, like just a GPU, having a strict budget can be more awkward sometimes, It's better to have a sort of range, especially if you don't know what to expect for price to performance, have a base line you start at and then a theoretical maximum that you are willing to stretch to if it's meaningful.
For example if you give a strict budget of only 200 and start looking at just that, you may find that due to gaps in pricing, one good one may be around 160, but you may find that at 215 or so you get a significant performance benefit, that is out of your budget of 200 but may better fit the pricing window you are looking for.

TL;DR since prices can vary so much, having a lower limit and an upper stretch limit window is better than a strict budget IMO

It was easy for me. I got the best one that'd fit in my budget. It was still the perfect choice for my use case.

Another way to look at it is price:performance:longevity. That last part is rarely talked about. An 8gb card may be the best value for your dollar today, but I feel like the market is moving towards higher vram dependency. (Not saying this is what to base longevity off of, this is just one factor to account for). Granted it makes the comparisons a LOT more complex, which probably explains why its not mentioned a whole lot

When I build my second pc, I wanted to get a **70s class range gpu for 1440p for ~500€. But everything was either more expensive or in a lower **60s class range. Then the chip shortage hit and stuff got insanly expensive. Nearly at the end of it, I decided to get a MSI RX6800 XT for 1200€ since it was cheaper than the RTX3070 I originally aimed for. Half a year later, the chip shortage got better and my gpu dropped in price to 800-900€. And now, there are great 500€ gpus that would hit my target I aimed for 2 years ago.
Not going above your budget is a nice tip, but sometimes you need to if you aim for a certain lvl of gaming quality and framerate and if the market even offers that lvl. Ofcourse, only if you can afford going over your budget.

i usually go the other way around.
look at the areas i care the most in, go down the list till i find something that i'm willing to pay. then look a little further onto the list, as there is maybe a GPU for just half the price for 95% of the performance (you never know).
Performance and Longevity are just more important to me than price.
