I'll be honest, the 15-minute rule DOES make sense. A LOT of sense. I don't play at chess tournaments, but I have played at yugioh tournaments where the rules around this issue are very similar. Since the rules don't let you go on your phone during a match because you could be getting information you didn't previously have access to from the game, you're forced to sit there doing nothing until your opponent arrives.

Yugioh is played with 45 minutes for a best-of-3 duels match. If the opponent doesn't come in the first 5 minutes (I think), they receive a game loss. If they take a further 10 minutes, they receive a match loss. No one wants to sit and twiddle their thumbs for 45 minutes; that half hour you get out of it is enough to go grab lunch, go to the toilet, etc. etc. Let alone the 90 minutes in a chess match.
