For complete context:
It is a tradition in chess tournaments for a reputed person to come and play any first move for white, on the top board.
Here, the person comes and plays b4 which is considered as a bad opening in general, but the reason that the reputed player was instructed by another random person at 00:06 to play b4 was - magnus played an entire titled tuesday by only playing 1. b4.
After this tradition, player with white pieces is allowed to continue with that opening or change it. Dubov and giri were playfully asking if magnus was going to change the opening and if yes then only one square back (1. b3 also not the most respected but recently because of adibhan has become very popular and meme-y)
Magnus eventually put it one square back at 1. b3 and started the game with a smile
