There's a legend about that.
Back in the days of the fall of Western Roman Empire, Attila the Scourge of God invaded Italy and put Aquileia under siege.
Before the city was completely destroyed, a mass of refugees fled the city to seek refuge in the swamps of Veneto while Attila forced his men to carry soil with their shields in order to make a hill from where he could have seen Aquileia burning to the ground.
That hill became later the foundation site of Saint Daniel of Friuli, a town already existing.
While the refugees found themselves a new home in the swamps, where barbarians would never come. They survived long enough to see barbarians become lords of our homes and the Empire fall.
So they decided to build there their new city.

At the end of the day, we will just let the city sink in the lagoon. There's no point in saving it if we have to destroy an unique ecosystem.
Of course we will have to save everything we can, but I don't think Venice will be saved.
