Verify that the instance name is correct and that SQL Server is configured to allow remote connections. STEPS TO FOLLOW:

- GO TO CONFIGURATION MANAGER
- CHECK THAT THE “STATE” IS RUNNING
- CHECK THE NAME OF THE INSTANCE.

For a named instance (SQL Server Authentication): Enter the right instance name prefixed by computer name and a backslash (\). Also, make sure your login and password are correct to log in.

For default instance (windows authentication): enter computer name only.

Go to your sql server configuration manger in search bar, okay now on the far left side under manager local click SQL server services, The State should show running not stopped and start mode should show Automatic, the other tabs below are fine if it shows stopped, that worked for me

In my case I just started one service then connected to de database through windows authentication and worked, thank you sir

SQL SERVER CONFIGURATION MANAGER > SQL Server Services > The state should show 'Running', stop service and run again, that worked for me.
