Our CMS shows new users a cookie control option. This creates a url paramater which is tracked as a different page, even though it isn't. I added the paramter to be excluded and I know get a single count of pages as per this video.

How to apply query parameter if a site has thousands of pages? Should we need add query parameter filters for all those pages?
For example an eCommerce website.

So I added some values to the Exclude URL Query Parameters setting, but when I go to All Pages in GA, I still see pages with URL Query Parameters. Does this setting only affect future data?

You can make changes to this view (e.g. exclude URL query parameters) in Google Analytics.
