What luxuries did Everton not have in the last 5-6 years to make them great again ?

Liverpool their neighbours gave them the perfect blueprint on how to be a successful club again, stock up on forwards and quality fullbacks surrounded by a hardworking midfield ..They got a lot of money for Lukaku which they squandered ontop of the money Moshiri wasted . They needed a young coach that would not use them as a stepping stone for bigger things . Botched it all up really.

The fact a decision will not be changed is irrelevant. There should be governance, appraisal and audit of referees. It's the only way standards will improve. The reason our referees are generally so poor is because of their lack of accountability to anybody.

Challenges work in tennis because what they challenge is definitive, I.e the ball is either in or it’s out.
Objective not subjective.
Football refereeing decisions are subjective opinions made by a referee, there is no definitive line.

I’m not sure how the review system would help stop retroactive complains. As it stands VAR is supposed to be looking for obvious errors without being prompted. If you bring in challenges, it still comes down to the referees interpretation of a foul. In this case Everton would throw the challenge flag, The ref wouldn’t give the penalty, and then Everton would complain wanting to know why they didn’t get the penalty.
The only way this would work is if you remove The need for a clear and obvious error. In other words even if the ref only made a debatable error you would give the penalty.

Frank Lampard is such a bad choice of manager for a relegation battle. He might get lucky and stay up this season, but it won't be because of good management. I truly believe that if they don't go down this season, they will definitely be gone in the next two seasons. You can't run a club so badly and expect anything else really.
