Maul had the potential to be one of the most powerful sith not only was he family with the night brothers and sisters which he could use the dathomirian magic along with the dark side but his rage and anger for obi wan and deep down palpatine were so strong it’s the reason he survived being cut in 2 just imagine how much more the dark side would’ve done for him if he harnessed it even more than he did, plus he was genuinely smart too he was able to pick up on palpatines plans before the Jedi and dooku it’s the whole reason palpatine dealt with maul on mandalore he didn’t want to risk maul impeding on his plans.
Combine all these points and a timeline where maul overthrows palpatine and learns his secrets after order 66 and you got one hell of a powerful sith. It makes you sad when looking at what Lucas was planning for him in his sequels.

I have this theory that he knew the whole time that Maul is alive but it played into his cards because he wanted to have Anakin as aprentice so he just abandoned Maul, the reason i believe in this is because i believe he had to feel him being alive, even more if there was that connection that you are refering to, it is just my opinion

Maul had potential. He rallied neutral systems together during a time of war, even commanding crime syndicates to join forces. He was a natural leader. But Sidious preferred an ambitious pawn to a determined leader.
