I think that there are no humans because well, it’s a movie about animals, and there are no dog and cats because they are sorting the animals into predators, and prey, and dogs and cats can be predators and prey, and they couldn’t really sort them, because the animals people would say, “but they hunt these, so they are predators, ” or they would say “these hunt these, so they are prey”

With the "What do Predators eat?" theory, I have another idea. There's a show on Netflix called Beastars and they have a good plot. Maybe in Zootopia, it's the same: Zootopia has a black market for predators where the meat is actually from dead animals and was donated from hospitals and funeral homes.
