Fun Fact: During the era of Sokollu Mehmed Pasha (the Ottoman grand vizier who governed the Empire after the death of Suleiman), the Ottomans aimed to conquer the Persians by opening a canal from the Don River to the Volga, connecting it to the Caspian Sea. This project greatly alarmed the Russians and the Safavids. The Ottomans intended to solidify their authority in Central Asia and present-day Russia and conquer Iran. The Don-Volga canal project was attempted but eventually abandoned. Centuries later, Russian Tsar Peter completed the canal project from where the Ottomans had left off and increased his power in the region.

If you read Turkish history Ottoman main aim was only conquering Europe, not even Anatolia. Ottoman Empire needed to take control of Anatolia in order to stop the other clans’ rivalry and continue their walk into Europe. But Persian Shiite were a big threat in Sunni ottoman land. And attacks of Portuguese to Mamluks in Egypt put the holy lands of Makka and Madinah in danger. So Ottoman Empire needed to turn their face to the east.

The Ottomans couldn't conquer Persia because they called themselves the new Roman Empire and Rome doesn't conquer Persia.

And those that did manage to conquer the Persian territories, ALWAYS adopted their culture and customs. Persia was never ever truly conquered and incorporated into another empire, it was always the seat of power of any empire that took control of it.
