The gear needs to always be engaged and the friction material mounted on the motor needs to be what gets the wheels going.

The mechanism, as presented, does not function as a clutch per se. It could be replaced by a straight rod, completely bypassing the mechanism, and the input and output would still operate in the same way.

Yeah this kinda misses the point of a clutch, the idea is that the gears are already engaged and then the clutch is engaged to protect the gear and avoid a shock load going through the transmission.

You should have the drive gear connected to the wheels always and then just keep the first mechanism, having the gear move into place too is unnecessary and removes the purpose of having a clutch
