The first reaction doesn't actually make ice crystals. The baking soda (NaHCO3) and vinegar (HC2H3O2) react to form aqueous sodium acetate (NaC2H3O2). This sodium acetate is still in solution and is supersaturated. When a seed crystal is introduced, it provides a site for all the dissolved acetate to precipitate out as crystals. Thus, the "ice" that forms are actually sodium acetate crystals. (This is also how rock candy is made!)
