Sorry but I'm pretty sure the ring around the well is so people know where it's at (for safety reasons) because it's not as obvious as the above ground well. Also I e heard of people falling in these types of wells because they're unmarked and can hide under dirt and such

At the end the black cat goes through a portal and then there’s a big thud meaning the other world is still there because if the other Mother’s Day there’s no magic and that means there’s no portals but the cat went through one
