22:50 the car can be driven on the lot, the lot is private property. Otherwise mechanics couldn’t move vehicles etc. same goes for driving vehicles without a demo plate at a car dealership. As long as you’re on the lot, you don’t need a demo plate.

Well, I used to own an auto repair shop, and have managed quite a few, in a few different states. The dude's story was legit, in many states. It's actually a known scam, by a bunch of customers, everywhere, that when they can't afford a critical repair on their etc...etc... they'll drive it until it's about to literally fall apart, and then take it to a shop. When the shop pulls the tires, and whatever is behind them starts to fall apart, (I've seen TWO that could NOT be put back together, the wheel was literally holding the whole thing together!) they demand their car back! When they're told that their car can NOT be driven in it's condition, because it's either illegally unsafe or because the brake discs disintegrated, or hubs or whatever, they then start screaming that 'You'd better put my car back together RIGHT NOW or I'm calling the cops etc...etc...' and refuse to let us repair it, even if we offer discounts or payment plans we wouldn't ordinarily do.... they end up calling the cops! AND....the cops agree with US and tell them they either pay to get their car fixed, or THEY will have the car impounded and taken to a wrecking yard!
Funny how many of these people all of a sudden can pay for their repair!

22:49 Mentioned this in the original video this comes from... It probs is related to private vs public property... The area of the garage is private property, and you (most likely) wouldn't do "wreckless driving" there as the possible damages are small... On the road, which is public by all I know, the risk of her causing a car accident is significantly higher.
Or to say it a bit different: Cops can't get on your lawn because you drive around on a broken car, but can pull you over as soon as you exit your property.

As a nonsmoker myself, i told my boss that picking cigarette butts out of the parking lot gravel again after the first time and that smokers should clean up after smokers' messes.
Luckily, my boss was reasonable and never told me or other nonsmokers to clean up the cigarette mess again.
